15 year old water heater with evidence of back drafting at the exterior of the unit.  Obvious rust accumulation on base means that the tank is flaking metal.  Both are immediate concerns.  This unit needs to be replaced.  The good news is, the gas supply and vent are already in place.  Most likely this replacement will be done at a reasonable price.
