This insulation was installed incorrectly.  The vapor barrier was installed toward the earth side.  It is suppose to be installed to the living space/heated side of the home.  If you look closely, you can see the instructions on installing the vapor barrier toward the heated living space.  If the insulation was installed properly, the picture would have been of the insulation only.
